Formula Renault 3.5 team Zeta Corse has apologised to its drivers after a troublesome event at Paul Ricard last weekend.

While the team scored points in both races with Will Buller, Red Bull racer Carlos Sainz Jr suffered a suspension failure at the end of the first race and failed to start race two due to throttle problems.

"We are very disappointed with the outcome of the Paul Ricard weekend and not only because we did not achieve the results we hoped for," said team boss Claudio Corradini.

"We suffered from many problems that culminated with Carlos being forced to sit out race two.

"Despite the fact that the technical issue that stopped Carlos was not something predictable by the team, it is true that the problems suffered by him in Q2 and race one could have been managed in a better way by our team.

"Therefore we want to apologise to Sainz and his partner Red Bull for a weekend that turned out to be very complicated."

Corradini said the team also owed Buller an apology, as he could have scored better results than his two eighth places if Zeta had done a better job.

"Our set-up choice for Buller was not perfect for race one either, so we also apologise to him and his sponsors," he said.

"Although we had prepared all the possible set-up combinations needed to be competitive, we probably exaggerated as some of the solutions turned out to be too risky.

"We are now completely focused on getting well-prepared for the next round at Barcelona, where we want to end our season on a high note."

F1: Ward warns of FIA election farce

The FIA presidential election battle risks turning in to a 'farce' unless the governing body forces support letters obtained by Jean Todt to be revoked, claims his rival David Ward.

As the row over Todt's push for support letters grows ahead of a hearing of the FIA Ethics committee in the next few weeks, Ward has written to each FIA club outlining his view that the current situation is unacceptable.

Due to the requirement of candidates to have support from a number of clubs, Todt's lock down of support from 11 of the 12 North American clubs during a meeting in Montevideo earlier this year means that the fate of the election has been left in El Salvador's hands.

It means that the club could not only prevent any rivals standing against Todt, but also that if it backs a rival there is no opportunity for a third candidate to be put forward.

In the letter, Ward wrote: "In order to be eligible to stand in the FIA presidential election in 2013 a candidate must propose a Vice President for Sport from each of seven regions including North America.

"The written commitments of support that Jean Todt obtained from ASNs and ACNs prior to the beginning of the election process leave only one club in the North American region that is not already formally committed. That club is from El Salvador.

"The absurd situation in which just one club in North America may determine whether or not there can be a challenger to Jean Todt risks turning the FIA election into a farce.

"This is why I am asking for the support letters to be recognised as a clear breach of the FIA's rules and revoked in my complaint to the Ethics Committee."

Ward is keen for a major governance overhaul at the FIA - and is eager for every club to start pushing for debate about how the governing body can be made better.

"In standing as a candidate in the 2013 election my purpose has been to encourage debate about the need for further reforms in the FIA," added Ward.

"I believe there are serious flaws in the FIA's governance system. There are other equally serious problems, for example, regarding the transparency and adequacy of the FIA's financial accounts.

"The FIA deserves better than this. The FIA membership should not turn a blind eye to abuse of the FIA election system or tolerate deficient governance provisions in the sport that are not accepted in the mobility pillar."

F1: Ferrari: slump not down to tyres

Ferrari's chief designer Nikolas Tombazis says the team cannot blame the mid-season tyre changes for its lack of performance in recent races.

Fernando Alonso has not won a race since May and is now 60 points behind championship leader Sebastian Vettel, who has won four times in the last five grands prix with his Red Bull.

Alonso said earlier this month that the introduction of a different tyres mid-season had derailed Ferrari's championship challenge.

"We won in China, and we won in Spain, and then we seemed to lose a bit of performance, especially when the 2012 Pirelli tyres came back," Alonso said.

"That was the point in the championship, when we changed the tyres, that we said bye bye [to the title]."

Ferrari must take blame for 2013 failures

Tombazis believes, however, that it would too simplistic to say the tyres have been the sole reason why Ferrari has been unable to match Red Bull's form.

"It would be somewhat superficial to blame the tyres as the only reason for our decrease in performance. We also took some development steps that were not as strong and didn't work," said Tombazis.

"Windtunnel technology has been a weak point for us, compared to our competitors. We had some problems with our flow quality so it was not as uniform as it should be and we could not run as big a model as we would have liked.

"Our data and instrumentation was quite outdated so we couldn't do that many runs and experiments per day, which was a bit of a drawback."

Ferrari has been updating its windtunnel for several months and is now ready to re-open it later this month, something Tombazis believes will offer a big boost to the team.

"The past months we spent updating it have addressed all these problems. Therefore I am optimistic that, on this front, when we are fully up and running we will not be in deficit to our competitors," he said.

OTHER: Mallory Park files for administration

The company that operates Mallory Park was put into administration this week, as the ongoing row over noise nuisance with the circuit's local community continues.

Mallory Park Motorsport Limited, which runs the circuit on behalf of the British Automobile Racing Club, has taken the step after failing to agree an increase in the number of days per year that the circuit is allowed to operate for, plus a reduction in the amount of rent it must pay to the landowner, Titan Properties, a company owned by former racer and BRDC member Chris Meek.

The circuit has been in dispute with its local council over noise for the past two years, which resulted in MPML being fined in Court earlier this year over five breaches of its planning agreement.

That Court decision also obliged Mallory Park to adhere to the limits set down in that 1985 agreement.

This arrangement permits a maximum 44 days of racing per year at Mallory, plus testing on Wednesdays.

Mallory Park had subsequently reduced activities at the circuit to two days per week, but MPML said the resultant loss of track-day income has put it in financial difficulty.

The BARC and MPML had been negotiating with Hinckley and Bosworth Borough Council in an effort to find a compromise that would allow Mallory to operate for more days than allowed by the 1985 planning agreement.

They have simultaneously sought a reduction in the amount of rent payable to Titan, which it claims has risen by 40 per cent over the last eight years.

Titan recently claimed a site to the West of the circuit could be developed to redesign the circuit and alleviate the noise concerns, but did not reveal details of how this plan could be put into practice.

MPML said it had developed its own "three stage recovery plan" for the circuit, which had received positive feedback from the council and local residents, but that it needed a reduction in rent to make the plan viable.

With no compromise forthcoming, MPML's directors felt they had no option but to place the company into administration, though it is hoped racing will continue at the Leicestershire circuit.

Administrator Ian Robert, of Kingston Smith & Partners LLP, said: "I will be working with all the stakeholders to ensure that Mallory Park will see racing again.

"To that end, I will be negotiating with the landlord and the council, with the support of the BARC, to ensure that racing can be enjoyed at Mallory Park for years to come."

DTM: Rockenfeller can become DTM 'legend'

Audi racer Rockenfeller wrapped up the 2013 title at Zandvoort last weekend with a second-placed finish that put the championship beyond the reach of rival Augusto Farfus.

Moser's squad has now won two drivers' titles in three years after Martin Tomczyk's 2011 success in an old-spec Audi A4.

And the team chief was quick to praise Rockenfeller, who also has 24-hour victories at Le Mans, Daytona and the Nurburgring to his name, as well as titles in FIA GT2 and the German Porsche Carrera Cup.

"Mike has done a wonderful job this year," Moser told AUTOSPORT.

"Whenever things have been good for a weekend he's really got the job done and been in with a chance to win. But when he's on the back foot, he's been even better.

"I think the team must take a lot of credit for some of the strategies we've used this year with the option tyres and the pitstops.

"But you still have to be on your best form to take advantage of the situation, and that's been Mike this year."

Moser said that Rockenfeller, who scaled back his sportscar commitments at the start of 2012 in order to focus on the DTM, could soon be counted among the championship's greats if he can continue his current form over the next few seasons.

"If you can win one DTM championship, you can win many, even though you can see from history that this is very difficult," Moser added.

"You look at the guys that are legends, even current drivers like Mattias Ekstrom and Gary Paffett, but then the guys from before like Bernd Schneider.

"Mike is a fantastic driver and if he wants to be in the DTM for many years I think he could win many championships like they did."

Rockenfeller's second place at Zandvoort, coupled with team-mate Miguel Molina's tenth spot means that Phoenix leads the teams' championship by three points from Farfus's RBM BMW team with the Hockenheim finale to come.

LEMANS: FIA tweaks WEC factory LMP1 rules

Factory teams racing in the LMP1 class of next year's World Endurance Championship will be able to score manufacturers' points with two cars rather than one.

The rule change, described by WEC boss Gerard Neveu as "a commonsense move", was approved at last week's FIA World Motor Sport Council.

The move reverses a previous change made in the run-up to the start of the 2012 WEC in the wake of Peugeot's withdrawal from the series.

Part of the deal for Toyota to file a full-season entry for last year's WEC, rather than a racing on a race-by-race basis, was a change in the sporting regulations to allow only the best-placed car from each manufacturer to score at each event.

Neveu said: "We kept everything as it was for this year because we didn't want to make any changes to the regulations.

"But there is no doubt that what will happen next year is the correct and honest way to do it: if you enter two cars in the championship, you should be able to score points with two cars."

Where a manufacturer fields an extra car, such as Audi has done at Spa in each of the past two seasons, it will be ineligible for points and will be 'invisible' in the classification, meaning it does not take points away from regular entries.

That does not apply at the Le Mans 24 Hours where manufacturers are allowed to enter a third scoring car.

In this instance, the two best-placed cars from each manufacturer can accrue points.
